In order to dynamise the growth of the new “technology zone”, on the west side of Hefei, the government proposes to build a “planning office” which purpose is to help the future investment companies as well as to become a landmark or symbol for this new zone just starting to be developed.

Our challenge is to propose a building which strong “public” image does not jeopardize the environmental consideration in terms of views – Xishan Lake and Shushan Mountain -- and orientation.
